New Email Pill and Dispatch Improvements

Added a New pill on the message compose input when an email has not been dispatched yet.

Moved to a more robust email dispatch system. Bounces now show a tooltip explaining why the message failed to deliver. Replies to emails that once failed to send can now be sent.

Improved the clarity of some tooltip copy by removing unnecessary quotations.
